At any one time, about 300 million children of school going age are not in school. Experience indicates that when schooling is disrupted, whether by a pandemic, a natural disaster or other reasons, not all children return to the classroom. In addition, most countries have growing numbers of young people who have not completed schooling, or not well enough to progress, and who find themselves neither in employment nor in further education and training.

Open schooling can create learning opportunities for those not in school, those who left school and those who are in school but not learning effectively. This course will explore the mutual influences of ideas of nature, theories of city design and planning, and practices of urban design, construction, and management. We will investigate how natural processes shape urban landscapes (from the scale of street corner to region) and how to intervene strategically in those processes in order to achieve certain goals. We will examine cases of cities that adapted successfully to natural processes and those that did not. Students will then have the opportunity to research a case of their choice and to present their findings for discussion. In analyzing fiscal issues, conventional public finance approaches focus mainly on taxation and public spending. Policymakers and practitioners rarely explore solutions by examining the fundamental problem: the failure of interested parties to act collectively to internalize the positive externalities generated by public goods. Public finance is merely one of many possible institutional arrangements for assigning the rights and responsibilities to public goods consumption. This system is currently under stress because of the financial crisis. The first part of the class will focus on collective action and its connection with local public finance. The second part will explore alternative institutional arrangements for mediating collective action problems associated with the provision of local public goods.
The objective of the seminar is to broaden the discussion of local public finance by incorporating collective action problems into the discourse. This inclusion aims at exploring alternative institutional arrangements for financing local public services in the face of severe economic downturn. Applications of emerging ideas to the provision of public health, education, and natural resource conservation will be discussed.

As diseases become stronger in nature, currently available antibiotics are no longer strong enough to suppress and cure said diseases. Therefore, what factors contribute to diseases becoming resistant to drugs and what public policies should be developed around them?  In this problem-based learning module, students will work with partners or in groups to first assess the increasing problem of drug-resistant diseases and the toll they are taking on the American public. Additionally, students will work to investigate what hospitals and lawmakers are doing to address this problem. Once students understand and are familiar with the current state of affairs, they will then work to further understand and research exactly why this issue needs to be brought to the attention of the general public, in order to promote change to current hospital procedures and policies. Further, students will determine the current political climate and support (or lack thereof) for policy, and will analyze the interest in keeping, changing or removing said policies altogether. Once the group has a full understanding, students will then work to determine their position on the issues surrounding antibiotic resistant diseases and the policies associated with these diseases. As soon as the group reaches a consensus, students will work to research and determine a professional way in which to present their goals and objectives for curbing the issue of drug-resistant diseases.

A unit of study for teachers to understand how to use activities in the classroom in a way that will motivate learners, and help them to achieve worthwhile learning outcomes. The objective is for teachers to go about developing relevant and engaging learning activities.

This presentation was prepared for the Council of Australian University Librarians OER Collective Community.  The Community comprises mostly library staff who are supporting the production of open texts at thier institutions, many of whom are new to OER and open textbooks.  The aim was to provide a foundation for advocacy for the adoption, adaptation, and authoring of open textbooks locally.  Therefore, it establishes a shared definition and purpose of advocacy, especially as it relates to openness, and then provides six practical strategies for advocates that could be adapted and implemented for local contexts.

Advocating For My Accessible Educational Materials (AEM) is a workbook designed for students to use as they begin to learn to advocate for the accommodations and accessibility features they need in their educational programs. It applies common self-advocacy principles to the needs of students who use AEM in their daily educational programs. Students and their support teams will find this guide useful when an assessment has been completed to establish the need for accessible educational materials, technology, and assistive technology. In creating this workbook, the authors have assumed that the student is already using their AEM in functional ways in their educational environments. Because students can start building self-advocacy skills as soon as they begin to use AEM, individual sections of the workbook may be useful as soon as students begin to learn to use AEM.
