When 1,2-diketones ( α-diketones) on treatment with alcoholic KOH to give alpha- hydroxy acid. This is intramolecular base catalyased reaction. This is called as pi molecular rearrangement with second order rate reaction. In this rearrangement migrating group migrates towards electron deficient carbon atom.In this rearrangement Less eletron releasing group migrates first.
