As its title suggests, Learners and Learning is a module that addresses most directly the central, core business of schooling. The aim of the module is to improve the teaching abilities of teachers. It accordingly promotes a theoretically informed understanding of what learning is,how it takes place, and how teachers may go about organising systematic learning. The module enables teachers to analyse learning, and, in so doing, to reflect on what they can do to improve it. Thus, while the module draws on the learning theories of writers like Piaget and Vygotsky, it grounds these examples, practical exercises, and case studies drawn from schools.

This module was developed at the School of Public Health, University for the Western Cape for the Postgraduate Certificate in Public Health which was offered as a distance learning module between 2001 and 2008. It was designed to meet the growing need for an applied course in the measurement of a variety of health indicators and outcomes. Whether you manage a health programme, a health facility, or simply have to interpret health data in the course of your work, this module sets out to increase your capacity to deal with health and disease information. It aims to assist you in applying epidemiological knowledge and skills to a variety of Public Health problems such as: Is your DOTS programme succeeding? What does it mean if a TB prevalence is 850/100 000? Is this a Public Health problem or not? What is the burden of disease in different communities?

Promoting Equitable Access to Health Care for Households

The key objectives develop an understanding of the dimensions of access to health care; create greater awareness of health care access constraints from the household perspective; promote critical evaluation of policy options to address access constraints in relation to equity goals; promote and strengthen effective development and implementation of equitable health sector policies. The training materials can be used for a diverse set of target groups, but are primarily aimed at current and future health sector managers. It is also envisaged that the case studies can be used on an ad-hoc basis in post-graduate programs such as Masters in Public Health programs. Six case studies have been prepared for this course: Experiences of households in Sri Lanka, Availability of health services and resource allocation, Affordability of drugs in the context of the World Trade Organisation (WTO) Tax. Insurance funding for health systems, Health service acceptability issues, Access board game.

Recommended Practices for Packaging and Distributing OER

OER may be distributed in a variety of formats, including electronically online, removable media (e.g. CD/DVD, or USB), and/or paper hard copies. In order to maximize its reach and visibility, OER is often distributed online which introduces new considerations such as managing file size and selecting appropriate descriptive data (commonly referred to as metadata). File size is an especially important consideration as small manageable files can be more easily downloaded in bandwidth-constrained areas. As part of the African Health OER Network, completed OER are often hosted on multiple servers: an institutional server, the official Network web space with OER Africa, and on the University of Michigan (U-M) Open.Michigan website.The aim of these guidelines is to encourage the creation of OER that is easily discoverable, accessible, and adaptable.
