Question about a review question on Section 10.4 of the Text

I have a question about a review question in the 10.4 section of the OpenStax American Government text. The review question states "What is the difference between a PAC and a Super PAC?" Your solution is B - Conservative groups tend to favor PACs over Super PACs.
I believe A is a more appropriate answer in that PACs can contribute directly to Candidates, but Super PACs cannot. As written earlier on that page, " Unlike PACs, however, super PACs cannot contribute money directly to individual candidates.
