The U.S Department of Justice calculates that 'close to 100,000 drug dependent offenders have entered drug court programs...and over seventy percent are either still enrolled or have graduated - more than double the rate of traditional treatment program retention rates. (Shavelson, Lonny, Hooked, 2001, p.251) How can traditional treatment programs work with the criminal justice system to achieve these break through rates of retention?
