The academy's zeitgeist -- standards of scientific investigation -- has recently come to the fore in the national arena as the dominant moral and intellectual framework for educational research. In this article, we explore the re-emergence of standards of scientific investigation as a significant shaping force in education and the scholarly culture, particularly in regard to the fields of leadership and administration. With the recent advent of politically based decrees of quality defined exclusively by traditional standards, alternative approaches to exploring human issues, however rigorous they might be in the qualitative realm, tend to be marginalized. Traditional, experimental studies that involve large-scale statistical research design and randomization have been authorized, making single-subject research, naturalistic inquiry, self-study, and other qualitative research practices unlikely candidates for federal funding. For this discussion on "authorized" and "unauthorized" perspectives of research, we explore the impact of regulatory practices within the academy.

The assessment module is meant for use either after completion of the project-based learning module or with participants who are familiar with project-based learning. The module is designed for a two to three hour class or session, divided into two parts.

Part One, Guided Process, is designed to give participants a brief introduction to assessment. It answers the questions "Why is Assessment Important?"; "What are Some Types of Assessment?"; and "How Do Rubrics Help?" The Guided Process includes the Assessment Resources section and a PowerPoint® presentation, including presenter notes. This presentation can be shown directly from the Web site or can be downloaded for use as a stand-alone slide show. The video segment, "Assessment Overview" demonstrates assessment in action at various schools. The Assessment Resources section contains additional examples of assessment in action (Urban Academy, Mountlake Terrace High School, and Assessing Project-Based Work).

Part Two, Group Participation, assigns readings and activities for experiential, project-based learning. Ideally, the tasks will be accomplished using group collaboration and with the use of technology.

This is a special topics seminar focusing on the current state of “digital libraries” broadly defined. The seminar is multi-disciplinary in focus and in method, covering the history of the idea, its manifestation as projects and programs in academic, non-profit, and research settings, and the suite of policy issues that influence their development and growth. The concept of the digital library will serve as an intellectual construct within which to explore the related concepts of scholarly communication, digital preservation, cyberinfrastructure, representation, and information technology standards. Given the seminar format, students will be expected to master a diverse literature, to participate actively in the discussion of issues, and to take steps, collectively and individually, to advance our understanding of future directions of digital libraries.

The ABET Criteria for Accrediting Engineering Programs require students to use engineering standards in the major design experience. Although there is not complete agreement on what an international standard is, they will increasingly affect engineering design in all areas of engineering. In addition to using international standards in design, as part of their preparation for professional practice, it is desirable that graduates understand how international standards are developed. In this way, they will be better prepared to participate in standards development processes helping to ensure international standards encode best engineering practice. This need is recognized in the US National Standards Strategy which calls for increased efforts to educate future leaders in engineering, business and public policy on the value and importance of standards.

Frameworks and Models for Technology and Policy students explore perspectives in the policy process -- agenda setting, problem definition, framing the terms of debate, formulation and analysis of options, implementation and evaluation of policy outcomes using frameworks including economics and markets, law, and business and management. Methods include cost/benefit analysis, probabilistic risk assessment, and system dynamics. Exercises for Technology and Policy students include developing skills to work on the interface between technology and societal issues; simulation exercises; case studies; and group projects that illustrate issues involving multiple stakeholders with different value structures, high levels of uncertainty, multiple levels of complexity; and value trade-offs that are characteristic of engineering systems. Emphasis on negotiation, team building and group dynamics, and management of multiple actors and leadership. Many state education agencies now have offices devoted to identifying and using OERs and other digital resources in their states. To help states, districts, teachers, and other users determine the degree of alignment of OERs to the Common Core State Standards, and to determine aspects of quality of OERs, Achieve has developed eight rubrics in collaboration with leaders from the OER community.
