The objective of Code v1 and Code v2 is to introduce and defend a particular way of understanding regulation, and to describe the trend that we should expect regulation in cyberspace to take.

While Lawrence Lessig himself has strong views about preserving important liberties that cyberspace originally protected, this book does not push any particular set of values. Unlike Lessig's other books, The Future of Ideas, and Free Culture, this book has no particular political agenda.

This course provides an introduction to the technology and policy context of public communications networks, through critical discussion of current issues in communications policy and their historical roots. The course focuses on underlying rationales and models for government involvement and the complex dynamics introduced by co-evolving technologies, industry structure, and public policy objectives. Cases drawn from cellular, fixed-line, and Internet applications include evolution of spectrum policy and current proposals for reform; the migration to broadband and implications for universal service policies; and property rights associated with digital content. The course lays a foundation for thesis research in this domain.

Topics on the engineering of computer software and hardware systems: techniques for controlling complexity; strong modularity using client-server design, virtual memory, and threads; networks; atomicity and coordination of parallel activities; recovery and reliability; privacy, security, and encryption; and impact of computer systems on society. Case studies of working systems and readings from the current literature provide comparisons and contrasts. Two design projects. Students engage in extensive written communication exercises. Ethics of Human Subject Research (2 credits) is offered by the Department of Health Policy and Management and the Distance Education Division, Johns Hopkins Bloomberg School of Public Health and The Phoebe R. Berman Bioethics Institute, Johns Hopkins University. The course introduces students to the ethics of human subject research. Ethical theory and principles are introduced, followed by a brief history of research ethics. Topics covered in lectures and moderated discussions include informed consent for research participation, role and function of institutional review boards, just selection of research subjects, ethical aspects of study design, and privacy and confidentiality. Student evaluation will be based on participation in moderated discussions, an informed consent exercise and written case analysis.

The ways in which principles of free speech and expression compare and contrast with intellectual property rights are explored in relation to the advancement of knowledge and innovation, with particular focus on the impact of the Internet and new technology. The impact of other legal considerations and values on the development and dissemination of ideas and information (such as security, privacy, local control vs. national and international considerations, competition, and the protection of minors) are also examined. The course draws upon the contexts of education, business, and government.

Though it brings us many benefits, the march of technology makes an encompassing surveillance network seem almost inevitable, and radically changes our expectations of privacy. We owe many of the expectations of privacy we used to enjoy to a combination of immature technology and insufficient manpower to monitor us. But these protective inefficiencies are giving way to technologies of data processing and digital surveillance that will change our beliefs about privacy. We are widely tracked by public surveillance cameras, our credit-card transactions, our passes through the fast-lanes at toll booths, and our cell phone calls to name only a few of the data points that could be assembled about our lives. Each year brings more sensitive and widespread sensing devices, including cameras, microphones, and, potentially, biological sensors, all increasingly connected through efficient networks to ever more powerful data processing and storage technologies.
