Allies during World War II, the U.S. and the Soviet Union disagreed over a number of issues after the war. These included control of Eastern Europe, division of Germany, atomic energy, international loans, and the Middle East. On February 9, 1946, Soviet premier Josef Stalin asserted that the continued existence of capitalism in the West would inevitably lead to war. Foreign Service senior diplomat George Kennan sent President Harry Truman, still forming a Soviet policy, a lengthy telegram advocating containment. Commerce Secretary Henry A. Wallace--Secretary of Agriculture (1933-1941) and Vice-President from (1941-1945)--was one of the few liberal idealists in Truman's cabinet. Wallace envisioned a "century of the common man" marked by global peace and prosperity. In the following excerpt from a letter dated July 23, 1946, Wallace urged Truman to build "mutual trust and confidence" in order to achieve "an enduring international order." Truman asked Wallace to resign. In March 1947, Truman asked Congress for money "to support free peoples who are resisting attempted subjugation by armed minorities or by outside pressures." Thus articulated, the "Truman Doctrine" of containment served as the rationale for future American Cold War foreign policy initiatives.
In November 1865 a group of 52 black delegates met in Charleston's Zion Church to formulate a position regarding their future in the still uncertain world of the post-emancipation South. Their address invoked the language of the Declaration of Independence to claim full rights of citizenship for themselves, rights that were endangered by widespread southern "Black Codes." The Black Codes were a series of laws introduced in the months after the war by the reconstituted state legislatures of the South. These laws were enacted to restrict the movements and employment possibilities of blacks regardless of whether they had been free or enslaved before the war?in essence to replace the constrictions of slavery.
The constitution of the United States was composed in Philadelphia in the summer of 1787. Afterward, ratifying conventions were held in the states. In Massachusetts, site of the previous year's Shay's Rebellion against government enforcement of private debt collection, ratification did not go uncontested. Farmers from the western part of the state, such as the "yeomen" who signed this letter published in the Massachusetts Gazette in January, 1788, were suspicious of the power that the constitution seemed to centralize in elite hands. Rural smallholders were not the only ones who felt this way, however. Thomas Jefferson, then in Paris as the United States' minister to France, felt similarly. Massachusetts ratified the constitution on February 7, 1788.
With the annexation of Texas in 1848 at the end of the Mexican-American War, Tejanos--Texans of Mexican descent--lost property rights and political power in a society dominated by Anglos. Through discriminatory practices and violent force, Tejanos were kept at the bottom of the new political and socio-cultural order. From 1900-1930, as an influx of immigrants from Mexico came north to meet a growing demand for cheap labor in the developing commercial agriculture industries, Tejanos experienced continued discrimination in employment, housing, public facilities, the judicial system, and educational institutions. Many school districts segregated Tejano and Anglo children into separate facilities with the Mexican schools grossly underfunded and often offering only a grade school education. In 1930, when 90% of the schools in South Texas were segregated, the League of United Latin American Citizens (LULAC), a Tejano advocacy group organized the previous year, supported the first major court challenge in Texas to end school segregation. The Texas Court of Appeals, however, ruled that school districts could use such criteria as language and irregular attendance due to seasonal work to separate children in school. The struggle of Mexican Americans to end discriminatory practices accelerated following World War II. In 1948, LULAC and the newly formed American G.I. Forum, an advocacy group of Mexican American veterans, assisted in a lawsuit. The federal district court ruling in that case prohibited school segregation based on Mexican ancestry. Localities devised ways to evade the ruling, however, and de facto segregation continued. Student protests in the late 1960s achieved an end to some discriminatory practices. In subsequent years a new civil rights organization, the Mexican American Legal Defense and Educational Fund (MALDEF), continued the fight in the courts, eventually concentrating on the introduction of bilingual and bicultural programs into schools. In the following interview, Ed Idar, associated with both the Forum and MALDEF, related a successful grassroots effort in the early 1950s to desegregate a school without a court ruling.
President Lyndon Johnson formed an 11-member National Advisory Commission on Civil Disorders in July 1967 to explain the riots that plagued cities each summer since 1964 and to provide recommendations for the future. The Commission's 1968 report, informally known as the Kerner Report, concluded that the nation was "moving toward two societies, one black, one white--separate and unequal." Unless conditions were remedied, the Commission warned, the country faced a "system of 'apartheid'" in its major cities. The Kerner report delivered an indictment of "white society" for isolating and neglecting African Americans and urged legislation to promote racial integration and to enrich slums--primarily through the creation of jobs, job training programs, and decent housing. President Johnson, however, rejected the recommendations. In April 1968, one month after the release of the Kerner report, rioting broke out in more than 100 cities following the assassination of civil rights leader Martin Luther King, Jr. In the following statements to a joint Congressional committee, two Commission members summarized their findings and recommended the creation of jobs. In 1998, 30 years after the Kerner Report, Harris co-authored a study that found the racial divide had grown in the ensuing years with inner-city unemployment at crisis levels. Opposing voices argued that the Commission's prediction of separate societies failed to materialize due to a marked increase in the number of African Americans living in suburbs.
The struggle for women's suffrage, which culminated with the ratification of the Nineteenth Amendment to the U.S. Constitution on August 26, 1920, involved many different kinds of women and many different tactics. Laura Ellsworth Seiler, interviewed by historian Sherna Gluck in 1973, came from a prosperous New York state family and started a suffrage club while a student at Cornell. In this excerpt from Gluck's interview, Seiler recalled campaigning for suffrage after college on an automobile tour, with her mother in tow as chaperon. In contrast to some historical accounts that emphasized the narrowing of the campaign in the 20th century, Seiler remembered arguing for the vote along with other reforms, and emphasizing the importance of suffrage as a way to improve social conditions.
Economic and social power became concentrated in late seventeenth-century Virginia, leaving laborers and servants with restricted economic independence. Governor William Berkeley feared rebellion: "six parts of Seven at least are Poore, Indebted, Discontented and Armed." Planter Nathaniel Bacon focused inland colonists' anger at local Indians, who they felt were holding back settlement, and at a distant government unwilling to aid them. In the summer and fall of 1676, Bacon and his supporters rose up and plundered the elite's estates and slaughtered nearby Indians. Bacon's Declaration challenged the economic and political privileges of the governor's circle of favorites, while announcing the principle of the consent of the people. Bacon's death and the arrival of a British fleet quelled this rebellion, but Virginia's planters long remembered the spectacle of white and black acting together to challenge authority.
In 1904, socialist writer Upton Sinclair spent two months in Chicago's "Packingtown" observing a bitter stockyard strike. He turned the wealth of material he found there into his best-selling 1905 novel, The Jungle. The book is best known for revealing the unsanitary process by which animals became meat products, and its revelations were an important factor in the 1906 passage of the federal Pure Food and Drug and Meat Inspection Act. Yet Sinclair's primary concern was not with the goods that were produced but with the workers who produced them. He described, with great accuracy, the horrifying physical conditions under which immigrant packing plant workers and their families worked and lived, portraying the collapse of immigrant culture under the relentless pressure of industrial capitalism. Despite his sympathies, as a middle-class reformer Sinclair was oblivious to the vibrancy of immigrant communities beyond the reach of bosses, where immigrants found solidarity and hope. In the opening chapter of The Jungle, the immigrant hero and heroine, Juris and Ona Rudkus, celebrate their nuptials and the start of their new lives in Chicago.
With ongoing protests against the Townshend Duties, waterfront jobs scarce due to nonimportation, and poorly-paid, off-duty British troops competing for jobs, clashes between American laborers and British troops became frequent after 1768. In Boston, tensions mounted rapidly in 1770 until a confrontation left five Boston workers dead when panicky troops fired into a crowd. This print issued by Paul Revere three weeks after the incident and widely reproduced depicted his version of what was quickly dubbed the Boston Massacre." The Boston Massacre became an important symbol for radicals who used the incident to build popular opposition to British rule. For thirteen years after the incident, Boston observed March 5, the anniversary of the incident, as a day of public mourning. Artists continued to redraw, repaint, and reinterpret the Boston Massacre long after it occurred. This engraving based on a painting by Alonzo Chappel was published in 1868. While the artist still omitted Crispus Attucks, a black sailor who was one of those killed in the Massacre, it showed the chaos of the confrontation and captured the horror of soldiers shooting down unarmed citizens.
A 1774 British print depicted the tarring and feathering of Boston Commissioner of Customs John Malcolm. Tarring and feathering was a ritual of humiliation and public warning that stopped just short of serious injury. Victims included British officials such as Malcolm and American merchants who violated non-importation by importing British goods. Other forms of public humiliation included daubing victims' homes with the contents of cesspits, or actual violence against property, such as the burning of stately homes and carriages. This anti-Patriot print showed Customs Commissioner Malcolm being attacked under the Liberty Tree by several Patriots, including a leather-aproned artisan, while the Boston Tea Party occurred in the background. In fact, the Tea Party had taken place four weeks earlier.
During World War II, a number of states passed legislation to combat salary inequities suffered by female workers. Many unions also adopted standards to insure that female employees received the same salaries as males who performed similar jobs. The Equal Pay Act of 1963, the first Federal legislation guaranteeing equal pay for equal work, prohibited firms engaged in interstate commerce from paying workers according to wage rates determined by sex. It did not, however, prevent companies from hiring only men for higher paying jobs. Despite the fact that Title VII of the landmark Civil Rights Act of 1964 further prevented sex discrimination in employment, African-American women as a class remained "at the bottom of the economic totem pole" because of "their dual victimization by race and sex-based discrimination," in the words of Dr. Pauli Murray, whose testimony to Congress appears below. Dr. Murray, an African-American professor of American studies specializing in law and social change expressed concern that despite previous antidiscrimination legislation, "we are holding on very definitely to the patriarchal aspect of white America." Murray advocated the position that all antidiscrimination legislation should explicitly prohibit sex discrimination
The most famous speech in American political history was delivered by William Jennings Bryan on July 9, 1896, at the Democratic National Convention in Chicago. The issue was whether to endorse the free coinage of silver at a ratio of silver to gold of 16 to 1. (This inflationary measure would have increased the amount of money in circulation and aided cash-poor and debt-burdened farmers.) After speeches on the subject by several U.S. Senators, Bryan rose to speak. The thirty-six-year-old former Congressman from Nebraska aspired to be the Democratic nominee for president, and he had been skillfully, but quietly, building support for himself among the delegates. His dramatic speaking style and rhetoric roused the crowd to a frenzy. The response, wrote one reporter, "came like one great burst of artillery." Men and women screamed and waved their hats and canes. "Some," wrote another reporter, "like demented things, divested themselves of their coats and flung them high in the air." The next day the convention nominated Bryan for President on the fifth ballot. The full text of William Jenning Bryan's famous "Cross of Gold" speech appears below. The audio portion is an excerpt. [Note on the recording: In 1896 recording technology was in its infancy, and recording a political convention would have been impossible. But in the early 20th century, the fame of Bryan's "Cross of Gold" speech led him to repeat it numerous times on the Chautauqua lecture circuit where he was an enormously popular speaker. In 1921 (25 years after the original speech), he recorded portions of the speech for Gennett Records in Richmond, Indiana. Although the recording does not capture the power and drama of the original address, it does allow us to hear Bryan delivering this famous speech.]
Professional psychiatry was only in its infancy at the end of the 19th century and many physicians disputed its scientific basis. In 1892, the Association of Medical Superintendents of American Institutions for the Insane was reorganzied as the American Medico-Pyschological Association. Four years later, psychiatrists--or alienists as they were then called--hurled their opinions into the political arena in a controversy over the sanity of Democratic presidential candidate William Jennings Bryan. Bryan was heartily disliked by many middle-class urban professionals, precisely the sort of people who became alienists. In this letter to the New York Times of September 27, 1896, a self-identified anonymous "Alienist" declared that Bryan was of a "mind not entirely sound." While it seems unlikely that this attack had much impact on the outcome of the election (the paper's readers were already unlikely to vote for Bryan), this would not be the last time that elites would seek to discredit radical opponents of the status quo by branding them "crazy."
In this course, the student will explore campaigns and elections, learning their purpose and significance and observing the impact that they have on the American political system. The course will focus on the history and evolution of elections and voting laws in the United States, as well as what compels individuals to run for office and how campaigns are structured. Also, the course will teach the student the role that political parties, interest groups, voters, and the media play in elections. Lastly, the student will take a closer look at electoral outcomes and the impact that elections have on public policy after votes are counted, as well as what types of proposals could be implemented to improve our electoral system. Upon successful completion of this course, the student will be able to: explain the importance of elections, voting, democracy, and citizenship in the United States; describe the various types of elections that exist within the American political system; identify the legal and constitutional bases of campaigns and elections in the United States; explain the types of individuals that run for political office and why; analyze the influence of incumbency in elections; explain how candidates develop campaigns and financing; discuss the role of money in political campaigns; discuss the influence of political parties on campaigns and elections; describe the characteristics of the U.S. party system; explain the role of interest groups in influence campaigns and election outcomes; explain the various influences and motivations of the American voter; describe the factors associated with both nonvoter and voter disenfranchisement in contemporary elections; analyze and explain the critical role of the media in campaigns and elections; explain how election outcomes impact government actions and public policy; analyze both historical and contemporary election reforms. In the late 19th century, Irish-Catholic immigrants and their children were a bulwark of the New York Democratic Party and especially the machine politicians of Tammany Hall. In the mayoral election of 1886, Tammany fought hard to retain the support of these Irish-Catholic voters in the race between Democrat Abram Hewitt and United Labor Party candidate Henry George. While Catholic Church leaders opposed George and actively worked to prevent his election, Father Edward McGlynn enthusiastically backed his candidacy and praised him in this 1886 interview. Several years earlier McGlynn had read George's Progress and Poverty and had become a committed supporter of his single-tax economic theories. McGlynn's persistent labor activism led to his excommunication in 1887. Although pressure from liberal Catholics brought about his reinstatement in 1892, his superior soon transferred him to upstate New York--thereby removing his voice from the local labor scene.
In 1890, two competing organizations working to gain the right to vote for women joined forces to form the National American Women Suffrage Association (NAWSA). NAWSA campaigned diligently for the vote in a variety of ways, but did not achieve success until the ratification of the Nineteenth Amendment to the U.S. Constitution in 1920. This prolonged struggle entangled female activists in other important political and moral issues that divided the nation along racial, ethnic, and class lines, and debates over the vote for women often took a divisive tone. Some white women suffrage leaders were willing to use class, ethnic, and racial arguments to bolster the case for granting white women the vote. In 1894 (a year of extraordinary class conflict that included the national Pullman and coal strikes), Carrie Chapman Catt addressed an Iowa suffrage gathering and maintained that women's suffrage was necessary to counter "the ignorant foreign vote" in American cities and protect the life and property of native-born Americans.
Labor leader Sidney Hillman emerged as a powerful national figure during the Great Depression, in part because of his role as a leader of the Congress of Industrial Organizations (CIO), but even more because of his ties to President Franklin Roosevelt and other New Dealers. In 1944 Republican presidential candidate Thomas E. Dewey charged that the CIO and Hillman's Political Action Committee (PAC) dominated Roosevelt. Part of the evidence for this (unfounded) charge was the rumor--given some credibility by its publication in the New York Times --that Roosevelt had told party leaders to "Clear it with Sidney" before selecting a vice-presidential candidate in 1944. Particularly rabid on the subject were the newspapers owned by the anti-New Dealer William Randolph Hearst. Hearst's New York Journal-American even sponsored a "Sidney Limerick Contest." These winning entries gave a flavor of the sharp antagonism and prejudices that the nation's most politically influential labor leader aroused.
Examines political institutions from a rational choice perspective. The now burgeoning rational choice literature on legislatures, bureaucracies, courts, and elections constitutes the chief focus. Some focus on institutions from a comparative and/or international perspective. Graduate students are expected to pursue the subject in greater depth through reading and individual research. Advanced undergrads may take subject with faculty approval. This is an applied theory course covering topics in the political economy of democratic countries. This course examines political institutions from a rational choice perspective. The now burgeoning rational choice literature on legislatures, bureaucracies, courts, and elections constitutes the chief focus. Some focus will be placed on institutions from a comparative and/or international perspective.
