This course will provide the student with an overview of the role that ethical, cultural, religious, and moral principles play in public policy. The course will introduce the student to common themes found in the foundational theories of ethics and morality in politics such as justice, equality, fairness, individual liberty, free enterprise, charity, fundamental human rights, and minimizing harm to others. These themes are integrated into various decision-making models that you will learn about. Students will examine five types of decision frameworks used to make and implement public policy, as well as rationales used to justify inequitable impact and outcomes of policies. Upon successful completion of this course, students will be able to: explain how personal morality and ethics impact the policymaking process; discuss various ethical frameworks used to resolve policy dilemmas; identify statutes, ethical codes, and legal opinions that define the normative parameters of key domestic and international policy issues; assess the impact that public interest groups have on policymaking and execution of policies. This course serves as an introduction to American government and politics. Comparative politics is the systematic study and comparison of the world's political systems. The course begins by discussing the factors and categories of analysis that political scientists and important international institutions like the World Bank, NATO, and the United Nations use regularly; it ends by comparing and contrasting governments from five different regions of the world: the Americas, Europe, Africa, Asia, and the Middle East. Upon successful completion of this course, students will be able to: Define the chief characteristics of a nation state; Identify and explain various comparative methodologies used to compare various political systems; Distinguish between unitary, federal, and confederal governmental models; Compare and contrast political cultures in selected countries; Compare and contrast political socialization in selected countries; Describe and explain patterns of representation and participation in selected countries; Compare and contrast the roles and functions of political parties in selected countries; Compare and contrast the role of interest groups in selected countries; Identify and explain governance and policy-making in selected countries; Compare and contrast the role of the executive in selected countries; Compare and contrast the role of the judicial branch in selected countries; Compare and contrast the role of the bureaucracy and the policy process in selected countries; Describe and explain the political economy and development in selected countries; Identify and explain political challenges and changing agendas in selected countries. Given the overt political nature of this topic, an additional theoretical postulate, the Triadic Theory of Power was also presented as another framework to conceptualize the external and internal forces which shape the formation of contemporary education policy. Predicated upon the scholarship of Nobel laureate James Q. Wilson, Andrew McFarland (1987) a British scholar and political scientist postulated that legislation and policy development emerged from a continuous conflict between divergent forces such as grassroots political activists, appointed cabinet members, elected legislative representatives, and lobbyists employed by special interest groups. The utilization of either of these theoretical assertions would be extremely beneficial in the event of a partisan shift in any given legislative chamber. This literature review provides the documentation that creating legislation reflective of the electorate’s values is not an easy process for the nation’s cadre of elected officials. With perseverance, these leaders must attempt to maintain state constitutional fiduciary obligations, while securing the revenues necessary for implementing partisan proclivities and constituent programs. Within this system of policy development, the influence of lobbyists representing various special interest groups has created an additional layer of representation in the state capitals.
