David Boeri reports that African American community leaders and city officials have proposed to build the new headquarters of the Massachusetts Water Resources Authority (MWRA) in Roxbury. Boeri notes that the MWRA headquarters would be the cornerstone in a project to develop Parcel 18, located near the Ruggles MBTA station. Charles Stith (Union United Methodist Church), Bruce Bolling (Boston City Council), Ray Flynn (Mayor of Boston), Harold Hestnes (member of 'The Vault'), and James Kelly (Boston City Council) all speak out in favor of Parcel 18. Boeri reports that the Massachusetts State Legislature is also considering the city of Quincy for the MWRA site. Boeri notes that African American leaders are asking state legislators to show their support for the African American community by choosing Parcel 18. This subject explores the techniques, processes, and personal and professional skills required to effectively manage growth and land use change. While primarily focused on the planning practice in the United States, the principles and techniques reviewed and presented may have international application. This course is not for bystanders; it is designed for those who wish to become actively involved or exposed to the planning discipline and profession as it is practiced today, and as it may need to be practiced in the future.

This course focuses on the land use-transportation “interaction space” in metropolitan settings. The course aims to develop an understanding of relevant theories and analytical techniques, through the exploration of various cases drawn from different parts of the world. The course begins with an overview of the role of transportation in patterns of urban development and metropolitan growth. It introduces the concept of accessibility and related issues of individual and firm travel demand. Later in the semester, students will explore the influence of the metropolitan built environment on travel behavior and the role of transportation on metropolitan land development. The course will conclude with an examination of the implications of the land use-transportation interaction space for metropolitan futures, and our abilities to forecast them.

EARTH 105 investigates the interrelationships between geology, hydrology, land use and human development in several areas of Africa. We focus primarily on regions north of the equator, although there is a brife segment on South African mining. Specific topics include the Nile River (sources of the Nile, agricultural practices, effects of damming the Nile, and hydropolitics), the Sahara and Sahel (salt mines, climate change, drought, and wather resources), and natural resources and their role in politics (gold, diamonds, oil, and gas). The theme of climate change cuts across the entire semester. The quantitative and analytical components of the course involve working through a combination of map exercises and data manipulations (flood stage, groundwater age, rainfall, and temperature records). Readings for the course come from the popular scientific literature, current refereed journals, and transcribed oral histories of African people. In addition to those external reading assignments, students read online "lecture" materials and engage in weekly learning activities (some of which are submitted for a grade, while others are for self-practice). Students also engage in weekly online, asynchronous class discussions.

David Boeri reports that Ray Flynn (Mayor of Boston) held a press conference in Roxbury to unveil plans for a new housing and commercial development to be built on a vacant lot in Douglass Square. Boeri notes that the Boston Redevelopment Authority (BRA) cleared the land in the 1960s and never rebuilt on the lot. Boeri adds that the owners and developers of the new project are African American. Boeri's report includes footage from the press conference. Flynn and Bruce Bolling (Boston City Council) talk about the new development. Flynn says that all neighborhoods and all residents must share in the growth of the city. Bolling says that the proposal for the creation of Mandela, Massachusetts is a 'dead issue.' Boeri reports that Flynn held a unity breakfast with Roxbury community leaders today. He adds that Bolling and other Mandela opponents believe that the new development signifies a renewed commitment to the Roxbury neighborhood by the city of Boston.

A truly inter-disciplinary course, Housing and Land Use in Rapidly Urbanizing Regions reviews how law, economics, sociology, political science, and planning conceptualize urban land and property rights and uses cases to discuss what these different lenses illuminate and obscure. It also looks at how the social sciences might be informed by how design, cartography, and visual studies conceptualize space's physicality. This year's topics include land trusts for affordable housing, mixed-use in public space, and critical cartography.

In this lesson, students will learn about types of land use by humans and evaluate the ways land is used in their local community. They will also consider the environmental effects of the different types of land use. Students will assume the role of community planning engineers and will create a future plan for their community. The focus of the course is not on law itself, but on the policy implications of various rules, doctrines and practices which are covered in great detail. Legal rules regulating property are among the most fundamental to American, and most other, economies and societies. The main focus is on American property and land use law due to its prominence in international development policy and practice as a model, though substantial comparative legal materials are also introduced from selected non-western countries such as India and South Africa.

This landscape and environmental planning workshop investigates and propose a framework for the enhancement, development and preservation of the natural and cultural landscape of the Cardener River Corridor in Catalunya Spain. The workshop is carried out in conjunction with the Polytechnic University of Catalunya, and the Barcelona Provincial Council (Diputació de Barcelona).

'Sydney an der Wupper' is a film featuring the Australian dancer Meryl Tankard. Tankard goes through a day in the city, riding the subway, taking a singing lesson, and bathing at a public house. As the work progresses, it becomes harder and harder to distinguish between fantasy and reality. Tankard's character imagines herself dancing with a man across train platforms and through streets. In one scene the two of them are dancing on a hockey rink, sliding across the icy surface. Tankard climbs ladders and catwalks at dizzying heights above the train platforms. Finally, she arrives at an abandoned booth-shaped bar. At this point she is dressed in a reddish evening gown with jewels. She pours herself a drink and smokes in the bar, and we see her vamping it up. Dialogue from 'A Place in the Sun' plays and adds to the melodrama, as Tankard continues to vamp it up. She struts about the booth and on a platform outside. As the work draws to a close, we find her singing and dancing in the booth bar, shimmying and belting out a tune in English. The film has a bluish hue to it, and the red of Tankard's wardrobe stands out prominently. The work is almost 50 minutes long. Musical direction was by Christina Bollman. A Puccini aria plays at different intervals throughout the work. Directed by Bettina Woernle.

Christopher Lydon introduces a Ten O'Clock News special broadcast marking the birthday of Martin Luth King, Jr. (civil rights leader). Lydon reviews King's life and accomplishments. This report features footage of King during the civil rights movement. Paul Solman reports on unemployment in the African American community. Solman notes that many young African Americans are not given the training, education, and support necessary to succeed in the workplace. Solman's report includes footage from interviews with Paul McLemore (Boston resident), Sarah Flint (McLemore's aunt), and Tom Jones (Vice President, John Hancock Mutual Insurance). Gail Harris reports on development in the Roxbury/Dorchester/Mattapan neighborhoods. Harris reports that the area is becoming more attractive to developers and that property values are expected to rise. Harris adds that many residents are suspicious of development plans by the Boston Redevelopment Authority (BRA) and fear being displaced from their homes. Vailancourt's report also includes footage of students at Brighton High School, Jackson/Mann Elementary School, South Boston High School, and English High School. Dr. Virgil Woods and Dr. Helen Edmonds discuss civil rights. Callie Crossley (WGBH reporter) talks about her memories of King as a teenager growing up in Memphis, Tennessee.
