Christopher Lydon reports that Ray Flynn (Mayor of Boston) is requesting the creation of a Boston Employment Commission in order to boost the number of Boston residents working in Boston jobs. Lydon notes that the Flynn administration would like the Boston work force to be 10% female, 25% minority and 50% Boston residents. Lydon's report includes footage from an interview with Flynn about employment in Boston. Lydon reports that Flynn's proposed ordinance would change the demographics of the work force in the public and private sectors. Lydon notes that unions are opposed to Flynn's proposal. Denis Healey was the British secretary of state for defense from 1964 to 1970 and chancellor of the exchequer from 1974 to 1979. In this video segment, Healey reflects on the period in which he was defense secretary under Prime Minister Harold Wilson. He recalls the opposing interests of Germany and the United States with regard to nuclear strategy, explains his 'Healey theorem' of deterrence, and clarifies France's position that alliances can't coexist with nuclear weapons. Healey also assesses U.S. defense secretary Robert McNamara's quest for tidy solutions to 'insoluble' nuclear problems. In his interview conducted for War and Peace in the Nuclear Age: 'The Education of Robert McNamara,' Healey begins with a comparison between Soviet and North Atlantic Treaty Organization (NATO) conventional military strength. He elaborates on France's opposition to the notion of 'extended deterrence' and on his own role in persuading NATO to adopt 'flexible response' strategy. He traces the evolution of his military analysis of massive retaliation, describes his collaboration with McNamara in developing flexible-response doctrine, reiterates the expectation that SALT III would follow shortly after a ratified SALT II Treaty, and shares how he ultimately lost faith in flexible response. He also discusses the extraordinary growth of U.S. tactical nuclear weapons in Europe, Britain's response to the proposal for a Multilateral Force in the early 1960s, German chancellor Helmut Schmidt's distrust of U.S. president Jimmy Carter, and his own opposition to U.S. Euro-strategic missiles. As a fellow defense intellectual, Healey was encouraged by national security adviser Henry Kissinger's appointment: he was sure that detente could move forward. He admired Kissinger's boldness in dodging 'all official channels which he doesn't like anybody else doing,' but he was disappointed by Kissinger's failure to consult with allies. For the future, Healey believes that there should be fifty-percent reductions in strategic and conventional weapons, particularly when 'one side or the other has superiority.' He also advocates a 'nuclear-free corridor' to avoid accidental war.

This course surveys major topics and theories in the field of Industrial Organization. As part of the applied microeconomics structure, Industrial Organization uses the basic tools of microeconomic theory and game theory to study the structure and behavior of firms and their strategic interactions with one another in the marketplace. Industrial Organization also studies the impact that those interactions have on market structure and welfare. This course will emphasize market structure analysis and the strategic behaviors of competing firms, including (but not limited to) product differentiation, collusion, price discrimination, pricing strategy, non-price discrimination (i.e. advertising), horizontal mergers, vertical integration, and vertical restraints. Upon successful completion of this course, students will be able to: Identify different theories of the firm; Describe the different market structures under which firms operate, with particular emphasis on concentration and monopoly power as well as oligopoly; Analyze how market structures impact the behavior of firms; Identify and compare the anti-competitive pricing strategies that firms adopt under various market structures; Use the theoretical insights presented in this course to explain observed features of particular markets and industries; Apply a deepened knowledge of game theory to understand the strategic behavior of firms in the market; Determine the factors that influence the firm's decision-making over time; Critically analyze the role of the government in regulating industries and the subsequent implications of public regulation. This is a course in industrial organization, the study of firms in markets. Industrial organization focuses on firm behavior in imperfectly competitive markets, which appear to be far more common than the perfectly competitive markets that were the focus of your basic microeconomics course. This field analyzes the acquisition and use of market power firms, strategic interactions among firms, and the role of government competition policy. We will approach this subject from both theoretical and applied perspectives.

At age twenty-seven, physicist Philip Morrison joined the Manhattan Project, the code name given to the U.S. government's covert effort at Los Alamos to develop the first nuclear weapon. The Manhattan Project was also the most expensive single program ever financed by public funds. In this video segment, Morrison describes the charismatic leadership of his mentor, J. Robert Oppenheimer, and the urgency of their mission to manufacture a weapon 'which if we didn't make first would lead to the loss of the war." In the interview Morrison conducted for War and Peace in the Nuclear Age: 'Dawn,' he describes the remote, inaccessible setting of the laboratory that operated in extreme secrecy. It was this physical isolation, he maintains, that allowed scientists extraordinary freedom to exchange ideas with fellow physicists. Morrison also reflects on his wartime fears. Germany had many of the greatest minds in physics and engineering, which created tremendous anxiety among Allied scientists that it would win the atomic race and the war, and Morrison recalls the elaborate schemes he devised to determine that country's atomic progress. At the time that he was helping assemble the world's first atomic bomb, Morrison believed that nuclear weapons 'could be made part of the construction of the peace.' A month after the war, he toured Hiroshima, and for several years thereafter he testified, became a public spokesman, and lobbied for international nuclear cooperation. After leaving Los Alamos, Morrison returned to academia. For the rest of his life he was a forceful voice against nuclear weapons.

Christy George reports that Jesse Jackson (African American political leader) came to Boston to support the strike by employees of New England Telephone. George's report includes footage of Jackson addressing the strikers at City Hall Plaza. George reports that management and employees cannot agree on who should pay for workers' health benefits. George interviews Peter Cronin (spokesman, New England Telephone). Cronin says that the union agreed to share health care costs in 1986. George reports that employees accuse management of staging a "take-back." George's report includes footage of Jan Pierce (Communication Workers of America) at the rally on City Hall Plaza. Pierce rips up a phone bill and urges the workers not to pay their bills until the strike is over. George notes that the union is asking customers to stall payment on their phone bills until the strike is over. George reports that national unions are backing the Nynex strikers. George's report includes footage of striking workers outside of the New England Telephone building. The strikers urge a woman not to pay her phone bill.

Deborah Wang reports that the city of Boston's minority set-aside program is facing a court challenge. Wang notes that the set-aside program allows minority-owned businesses to break into their industries by inviting them to participate in municipal projects. Wang interviews Robert McCoy (McCoy Landscaping) about the minority set-aside program. McCoy says that his business could not have survived without the program. Wang notes that the Consortium of Minority Business Enterprises has been formed to protect set-aside laws in Massachusetts. Wang interviews Walter Williams (Contractors' Association of Boston) about set-aside programs. Wang reports that the Consortium gave a hostile reception to John Kerry (US Senator) at a recent meeting. Wang's report includes footage of Kerry addressing a meeting of the Consortium of Minority Business Enterprises. Kerry says that public opinion is not in favor of set-aside programs. Wang notes that Consortium members seem to be united in support of set-aside programs.

Carmen Fields reports that Richard Taylor (Secretary of Transportation and Construction) will preside over the Central Artery/Third Harbor Tunnel Construction Project in Boston. Fields notes that Taylor is one of the few African American Republicans in Massachusetts. Fields interviews Taylor. Taylor talks about his reasons for being a Republican and his career in business. Taylor talks about his commitment to affirmative action and his plans to encourage participation by women and minorities in the Central Artery/Third Harbor Tunnel Project. Taylor says that he has always pushed for fair and equitable opportunities for minority businesses. Fields notes that Taylor says that his appointment signals a commitment to affirmative action on the part of William Weld (Governor of Massachusetts). Carolyn Sawyer reports that a group of unemployed laborers are picketing the construction site of the new Post Office in Dudley Square in Roxbury. Sawyer notes that the picketers are demanding that fifty percent of the laborers on the site be residents of the Roxbury community. Sawyer's report includes footage from a press conference held by the picketers at the site. Graylan Ellis-Hagler (Church of the United Community) says that the men will not go away with 'crumbs.' Picketers Ivan Singleton, James Gun, and Ron Nelson also speak out at the press conference. Sawyer reports that Stephen Coyle (Boston Redevelopment Authority) is trying to mediate the dispute. Coyle says that the community is legitimately concerned about the high rate of unemployment among residents. Coyle adds that he expects similar protests during upcoming construction projects. Dean Rusk came from barefoot poverty in rural Georgia and achieved black-tie success. He was the first assistant secretary for UN Affairs, in 1949; assistant secretary of state for Far Eastern Affairs, in 1950; and the country's second-longest-serving secretary of state (1961 to 1969), after Cordell Hull. In this video segment, Rusk voices his opposition to the Strategic Defense Initiative, commonly known as 'Star Wars' and first unveiled in March 1983. In his interview conducted for War and Peace in the Nuclear Age: 'Visions of War and Peace,' Rusk reflects on a wide range of political and nuclear issues spanning more than forty years. He discusses his recognition that the first atomic bomb introduced a 'new phase of warfare'; his opinion that Soviet premier Joseph Stalin's 'adventures' spawned the Cold War and the United States' 'containment' policy; how the past three decades created a vastly different diplomatic landscape against which to conduct foreign relations; and the urgency of domestic problems that threaten national security. Although known throughout his career for his hawkish views, in 'Visions of War and Peace' Rusk turns again and again to the dominant lesson of the nuclear age: nuclear war is 'simply that war which must never be fought.'
