Boeri notes that the demonstrators demanded the deed to a vacant lot in order to develop affordable housing themselves.

Hope Kelly reports on a dispute between the tenants and the landlords of a building in Allston. Kelly notes that the tenants have brought suit against the landlords for discriminatory practices. Kelly reports that a fire damaged the building in February. She notes that the landlords have aided white tenants with temporary relocation and have assured them an eventual return to their apartments. Kelly reports that African American tenants have been ignored. Kelly reports that the tenants have been barred from the building altogether. Kelly's report includes footage of a protest outside the apartment building by tenants and city officials. Brian McLoughlin (Boston City Council), Mel King (community activist), Domenic Bozzotto (Hotel Workers Union), and David Scondras (Boston City Council) are among those present. Tenants and city officials condemn the owners of the building and demand the return of tenants to the building. Kelly reviews the status of the lawsuit and gives the names of the owners of the building. She attempts to interview David Spada (owner) when he arrives at the building. Spada refuses to be interviewed.

David Boeri reports that African American community leaders and city officials have proposed to build the new headquarters of the Massachusetts Water Resources Authority (MWRA) in Roxbury. Boeri notes that the MWRA headquarters would be the cornerstone in a project to develop Parcel 18, located near the Ruggles MBTA station. Boeri's report includes footage of a press conference with city officials and African American leaders. Charles Stith (Union United Methodist Church), Bruce Bolling (Boston City Council), Ray Flynn (Mayor of Boston), Harold Hestnes (member of 'The Vault'), and James Kelly (Boston City Council) all speak out in favor of Parcel 18. Boeri reports that the Massachusetts State Legislature is also considering the city of Quincy for the MWRA site. Boeri notes that African American leaders are asking state legislators to show their support for the African American community by choosing Parcel 18. Boeri's report includes footage of Paul Harold (State Senator) speaking to the media. Harold says that Quincy is the right place for the MWRA headquarters. Boeri's report also includes footage of Paul Levy (MWRA) at a press conference. Levy says that the MWRA site does not have to be in Quincy. Boeri reports that city officials and African American leaders are pressuring state legislators to support Parcel 18.

David Boeri reports on the Bank of Boston's new mortgage program for lowand moderate-income city residents. Boeri's report includes footage of Ira Stepanian (President, Bank of Boston) and Robert Mahoney (Bank of Boston) announcing the new program to the media at a press conference at a Roxbury branch of the Bank of Boston. Boeri reviews the terms of the program. He notes that many houses in the area are not eligible for the program because their sale prices are too high. Boeri interviews Diana Strother (Roxbury resident), who says that many residents do not make enough money to take advantage of the program. Boeri interviews Leon Wilson (Bank of Boston) about the terms of mortgages under the program. Boeri notes that the units in the Fort Hill condominium complex are too expensive to qualify for the Bank of Boston program. Boeri interviews Alvin Wilkins (Boston resident) and Eve Moss (realtor) about housing prices in the area. Boeri also interviews Bruce Marks (Hotel and Restaurant Workers Union). Marks calls the Bank of Boston program a 'public relations scam' because it does not truly help low-income residents. Boeri's report includes shots of the Fort Hill condominium complex.

Vitagliano says that the city of Boston must renovate its existing public housing instead of building new public housing. Vitagliano believes that a program of private-housing subsidies would be superior to the present public housing program. Vitagliano says that the disastrous environment in public housing developments contributes to a cycle of poverty; that public-housing tenants and private landlords would benefit from a private-housing subsidies program. Vitagliano suggests that public-housing projects be shut down and sold to private developers. Vitagliano admits that Boston's public housing projects are de facto segregated.

Boeri's report includes footage of William Sommers (Inspectional Services Commissioner, City of Boston) touring a condemned building on Homestead Street. Boeri interviews Sommers and Pat Farreta about the problems in the building. Ferrata talks about drug dealers who sell drugs from their apartments. Boeri talks to a tenant, who refuses to comment on the drug traffic in the building. Boeri reports on a plan for increased police presence in the community to combat drugs. He interviews Don Muhammad (Roxbury community leader) about how to solve the drug problem in the community. Boeri's report includes footage of police making a drug arrest. Program is divided into two halves: the first consisting of five dance segments aired in previous programs, the second of newsmagazine-style segments. Dance performances are by the Dance Company of the National Center of Afro-American Artists (performing the piece 'Doogla'), the Dance Theatre of Boston (performing 'Black Light'), and Halim Adbur Rashid (Fred Johnson, performing a mime/modern dance piece). Additional segments include 'Information' (on preparing for unemployment), 'Community Access' (on the work of the Massachusetts Housing Finance Agency and its role as a financier of mixed income developments), 'Blast from the Past' (with an excerpt from a 1972 interview with FCC Commissioner Benjamin Hooks on the need for increasing the numbers of African Americans in the television and radio professions), the 'Community Calendar,' and 'Commentary' by Producer Marita Rivero (consisting of film footage of an African American couple on a date). David Boeri reports that Ray Flynn (Mayor of Boston) held a press conference in Roxbury to unveil plans for a new housing and commercial development to be built on a vacant lot in Douglass Square. Boeri notes that the Boston Redevelopment Authority (BRA) cleared the land in the 1960s and never rebuilt on the lot. Boeri adds that the owners and developers of the new project are African American. Boeri's report includes footage from the press conference. Flynn and Bruce Bolling (Boston City Council) talk about the new development. Flynn says that all neighborhoods and all residents must share in the growth of the city. Bolling says that the proposal for the creation of Mandela, Massachusetts is a 'dead issue.' Boeri reports that Flynn held a unity breakfast with Roxbury community leaders today. He adds that Bolling and other Mandela opponents believe that the new development signifies a renewed commitment to the Roxbury neighborhood by the city of Boston.

'The Going Away Party,' by Dan Boord and Greg Durbin, is a dramatic work about corruption among Oklahoma county officials. It is based on the true stories of incidents of corruption amongst Oklahoma's elected county commissioners. This segment is from the dramatic 'reenactment,' showing friends and supporters of Burrows, a commissioner sentenced to serve a jail term, at a going-away party.

Byron Rushing (State Representative) addresses a rent control demonstration outside Boston City Hall. He encourages tenants to fight for their rights, urges voters not to support anti-rent control candidates, and advocates a city-wide referendum on the issue. Pat Burns (Catholic Connection) speaks about Sojourner House, a shelter for homeless families and the Catholic Connection's support for rent. Boston City Councilors Ray Flynn, Michael McCormack, Christopher Ianella and Maura Hennigan confer in the chambers of the Boston City Council. Boston City Councilors Frederick Langone, Albert 'Dapper' O'Neil, Terence McDermott, Bruce Bolling , and Joseph Tierney are also present. The gallery of the chambers is filled with observers, many wearing pro-rent control buttons. Ianella calls the meeting to order and the clerk reads appropriation orders and requests submitted by Kevin White (Mayor, City of Boston) for the approval of the council. The council discusses and votes on orders from the mayor concerning the Public Works Department and the Public Facilities Commission. The clerk reads a request from the mayor concerning the financing of a bond for the Winthrop Printing Company. The Council conducts business on the chamber floor with Langone discussing a proposed law concerning the cleanliness of dumpsters in the city and about building affordable housing instead of high-priced condominiums.

Program features a special reports on State Senator Bill Owens's press conference in April (in which he discussed capital punishment legislation pending in the Senate), the 'American Woman' festival held at Jordan Marsh department store in Boston, decisions made by Housing Court Judge Paul Garrity (on renovating the housing projects under the Boston Housing Authority), Julian Bond's recent traveling of the political circuit in Massachusetts to 'drum up' support for a presidential campaign, the Alliance for Economic Justice's meeting to protest the governor's cutback in welfare benefits, an interview with Winston Kendall of the Roxbury Defenders (about the upcoming conference organized by the National Conference on Black Lawyers called 'Resist to Exist'), the picketing of the president's office at Boston University by students (over the current dean and his poor management of the Black Talent Program), the United States Bicentennial events on Patriots' Day at John Elliot Square, and an interview with jazz musician Ronnie Gill. David Boeri reports on expansion plans by the State Street Bank. Boeri notes that the bank's acitivities are focused on mutual funds, pension funds, and informational services; he adds that the bank has a presence on the international scene. Boeri reports that the bank needs approval from the State Banking Commission before opening an office in Tokyo. Boeri notes that critics accuse the bank of abandoning its local responsibilities. Boeri's report includes footage of a hearing of the State Banking Commission. Bill Owens (State Senator) says that the bank does not provide credit to lowand moderate-income neighborhoods. William Edgerly (Chairman, State Street Bank and Trust) says that the bank does not provide a full range of consumer services. Boeri interviews Edgerly. Edgerly says that the bank needs to go global in order to be an industry leader. He adds that the bank is committed to the local community. Boeri interviews Diane Strother (Massachusetts Affordable Housing Alliance). Strother says that the bank does not do enough for the community. Boeri reports that affordable-housing advocates want the bank to renew its commitment to low-income neighborhoods.

'Sydney an der Wupper' is a film featuring the Australian dancer Meryl Tankard. Tankard goes through a day in the city, riding the subway, taking a singing lesson, and bathing at a public house. As the work progresses, it becomes harder and harder to distinguish between fantasy and reality. Tankard's character imagines herself dancing with a man across train platforms and through streets. In one scene the two of them are dancing on a hockey rink, sliding across the icy surface. Tankard climbs ladders and catwalks at dizzying heights above the train platforms. Finally, she arrives at an abandoned booth-shaped bar. At this point she is dressed in a reddish evening gown with jewels. She pours herself a drink and smokes in the bar, and we see her vamping it up. Dialogue from 'A Place in the Sun' plays and adds to the melodrama, as Tankard continues to vamp it up. She struts about the booth and on a platform outside. As the work draws to a close, we find her singing and dancing in the booth bar, shimmying and belting out a tune in English. The film has a bluish hue to it, and the red of Tankard's wardrobe stands out prominently. The work is almost 50 minutes long. Musical direction was by Christina Bollman. A Puccini aria plays at different intervals throughout the work. Directed by Bettina Woernle.

Christopher Lydon introduces a Ten O'Clock News special broadcast marking the birthday of Martin Luth King, Jr. (civil rights leader). Lydon reviews King's life and accomplishments. This report features footage of King during the civil rights movement. Paul Solman reports on unemployment in the African American community. Solman notes that many young African Americans are not given the training, education, and support necessary to succeed in the workplace. Solman's report includes footage from interviews with Paul McLemore (Boston resident), Sarah Flint (McLemore's aunt), and Tom Jones (Vice President, John Hancock Mutual Insurance). Gail Harris reports on development in the Roxbury/Dorchester/Mattapan neighborhoods. Harris reports that the area is becoming more attractive to developers and that property values are expected to rise. Harris adds that many residents are suspicious of development plans by the Boston Redevelopment Authority (BRA) and fear being displaced from their homes. Harris' report features footage from interviews with Mamie Mabine (tenant, Orchard Park Housing Project), John Cruz (developer), Ken Guscott (developer), Byron Rushing (State Representative), Otto Snowden (co-founder, Freedom House), Muriel Snowden (co-founder, Freedom House), and a BRA official. Meg Vaillancourt reports on the long-term effects of school desegregation on the Boston Public School system. Vaillancourt notes that attendance and test scores have dropped since 1974. Vaillancourt reports that many African American parents support a 'freedom of choice' plan in which a certain number of seats in each school are set aside for students of each racial group. Vaillancourt interviews Robert Peterkin (Former Deputy Superintendent, Boston Public Schools), Robert Spillane (Superintendent, Boston Public Schools), Kenneth Haskins (Harvard School of Education), Charles Willie (Court Appointed Master for Desegregation), Mildred Reid (Jamaica Plain resident), and Kim Reid (student, Brighton High School) for the report. Vailancourt's report also includes footage of students at Brighton High School, Jackson/Mann Elementary School, South Boston High School, and English High School. Dr. Virgil Woods and Dr. Helen Edmonds discuss civil rights. Christopher Lydon interviews in-studio guests Dr. Virgil Wood (Pond Street Baptist Church) and Dr. Helen Edmonds (Visiting Professor, MIT) about King's legacy and progress in the civil rights movement since King's death. Wood says that society has regressed in the areas of racism, war and poverty since the death of King. Wood and Edmonds talk about African American students at white universities. Wood and Edmonds discuss the gap between the African American middle class and the African American underclass. Callie Crossley (WGBH reporter) talks about her memories of King as a teenager growing up in Memphis, Tennessee. Deborah Wang reports on a labor dispute concerning the Boston Harbor Cleanup project. Wang notes that labor have signed an agreement with the Massachusetts Water Resources Authority (MWRA). Wang reports that the unions have promised not to strike if the MWRA agrees to hire only union workers for the project. Wang interviews John Cruz (J.B. Cruz Construction). Cruz says that many minority businesses would like to bid on the project. Cruz says that he runs an 'open shop.' Cruz adds that he can afford union wages but cannot afford union rules. He says that his business is more efficient because his workers are not unionized. Wang's report includes footage from an interview with Richard Fox (MWRA). Fox says that the MWRA wants to avoid a work stoppage during the project. Wang also interviews Joe Nigro (Building Trades Council). Nigro says that unions give workers good healthcare and pensions. Wang reports that Cruz and other non-union contractors may challenge the agreement in court. Wang's report is accompanied by footage of African American and white construction workers working at a construction site. This tape includes additional footage of construction workers and construction sites.
