" In analyzing fiscal issues, conventional public finance approaches focus mainly on taxation and public spending. Policymakers and practitioners rarely explore solutions by examining the fundamental problem: the failure of interested parties to act collectively to internalize the positive externalities generated by public goods. Public finance is merely one of many possible institutional arrangements for assigning the rights and responsibilities to public goods consumption. This system is currently under stress because of the financial crisis. The first part of the class will focus on collective action and its connection with local public finance. The second part will explore alternative institutional arrangements for mediating collective action problems associated with the provision of local public goods. The objective of the seminar is to broaden the discussion of local public finance by incorporating collective action problems into the discourse. This inclusion aims at exploring alternative institutional arrangements for financing local public services in the face of severe economic downturn. Applications of emerging ideas to the provision of public health, education, and natural resource conservation will be discussed."
When a city is built, habitat and most organisms living in it are killed or forced to flee. Cities use a lot of energy and water and create a tremendous amount of waste and runoff. Development is the biggest source of pollution.
President Lyndon Johnson formed an 11-member National Advisory Commission on Civil Disorders in July 1967 to explain the riots that plagued cities each summer since 1964 and to provide recommendations for the future. The Commission's 1968 report, informally known as the Kerner Report, concluded that the nation was "moving toward two societies, one black, one white--separate and unequal." Unless conditions were remedied, the Commission warned, the country faced a "system of 'apartheid'" in its major cities. The Kerner report delivered an indictment of "white society" for isolating and neglecting African Americans and urged legislation to promote racial integration and to enrich slums--primarily through the creation of jobs, job training programs, and decent housing. President Johnson, however, rejected the recommendations. In April 1968, one month after the release of the Kerner report, rioting broke out in more than 100 cities following the assassination of civil rights leader Martin Luther King, Jr. In the following statements to a joint Congressional committee, two Commission members summarized their findings and recommended the creation of jobs. In 1998, 30 years after the Kerner Report, Harris co-authored a study that found the racial divide had grown in the ensuing years with inner-city unemployment at crisis levels. Opposing voices argued that the Commission's prediction of separate societies failed to materialize due to a marked increase in the number of African Americans living in suburbs.

Known best by his knack for moneymaking, turn-of-the-century steel magnate Andrew Carnegie nonetheless found a moment to pen a one-sided poetic tribute to the "eighth wonder" of the world--steel manufacturing in his Pittsburgh, Pennsylvania, plant. This brief poem reflected how he (and other contemporaries) viewed the monumental process of steelmaking. The poem was notable for its use of passive voice and the absence of workers--miners, railroad men, or blast furnace crews--from the process by which "one pound of solid steel" came to be.
Cairo still shines as a major cultural, political, and economic center in its three spheres of influence: the Arab world, Africa, and the Islamic world. This course narrates the history of the city from the initial settlement on the site (640s) to the present, reviews its urban and architectural developments, and connects them to their Islamic and Mediterranean architectural and cultural contexts.
Since at least the 1830s, New York working women endured low pay, long hours, and difficult working conditions. Concerned observers noted that some were even forced to turn to prostitution to supplement their meager incomes. During the Civil War, poor men flocked to the army (wealthier men could purchase substitutes for $300). The women left behind were now responsible for supporting families on their own. While wartime production created additional opportunities for women to work, it also led to even greater exploitation as factory owners pushed their workers to turn out more goods. Under these conditions, some women, such as this one, suggested that collective action might provide a solution.

Free African Americans living in the North before the Civil War suffered enormous disadvantages and discriminations. Forced to sit in separate and inferior sections in theaters, public transit, and churches, free blacks were also barred from all but the most menial jobs and denied entrance to white trade unions. This racist cartoon in an 1854 edition of the humor magazine Yankee Notions inadvertently illustrated the everyday harassment and cruelty to which northern African Americans were subjected. At a performance of a play based on Harriet Beecher Stowe's antislavery novel, Uncle Tom's Cabin, some white members altered a seat reservation card and, to the derisive laughter of the rest of the audience, pinned it on a black woman's shawl.
With ongoing protests against the Townshend Duties, waterfront jobs scarce due to nonimportation, and poorly-paid, off-duty British troops competing for jobs, clashes between American laborers and British troops became frequent after 1768. In Boston, tensions mounted rapidly in 1770 until a confrontation left five Boston workers dead when panicky troops fired into a crowd. The Five Points was a notorious mid-nineteenth century New York City slum. Located just east of the fashionable stores, columned banks, and well-dressed crowds of Broadway, its squalor served to remind New Yorkers of the destitution that so closely underlay the city's surging wealth. The neighborhood included the infamous "Old Brewery," which had once been a real brewery but by mid-century had degenerated into a miserable tenement dwelling for the very poor. In the early 1850s the New York Ladies Home Missionary Society of the Methodist Episcopal Church purchased the "Old Brewery," demolished it, and built a mission on the site. The women of the Home Missionary Society made children their first concern, as, increasingly, did many other reformers of this period. While in this selection these Protestant missionary women showcase the children's gratitude, many Irish-Catholic immigrant families resented the missionaries' assumption of superiority and regarded their proselytizing as antagonistic to their own desire to pass on their religious beliefs to their children.
The Boston Massacre became an important symbol for radicals who used the incident to build popular opposition to British rule. For thirteen years after the incident, Boston observed March 5, the anniversary of the incident, as a day of public mourning. Artists continued to redraw, repaint, and reinterpret the Boston Massacre long after it occurred. This engraving based on a painting by Alonzo Chappel was published in 1868. While the artist still omitted Crispus Attucks, a black sailor who was one of those killed in the Massacre, it showed the chaos of the confrontation and captured the horror of soldiers shooting down unarmed citizens.
In the 1910s hundreds of thousands of African Americans headed North in the Great Migration. Arthur Dingle was one of them. Dingle was born in the small town of Manning, North Carolina, in 1891. After holding hotel jobs in several cities, he took a job with the Pennsylvania Railroad in Philadelphia. Promised his job back if he enlisted in World War I, the company made good on its promise when Dingle remained in Philadelphia after the war. This interview with Arthur Dingle was conducted by Charles Hardy in 1983 for the Goin' North Project.
In the decades after the American Revolution, improvements in transportation facilitated the growth of internal commerce in the United States. State and local governments planned turnpikes, roads, and canals, and New York State built the grandest one of the era: the Erie Canal. The Erie Canal was constructed at public expense by thousands of laborers between 1817 and 1825. The canal stretched 364 miles from Albany to Buffalo and linked the new nation's heartlands in the Great Lakes and Ohio Valley with New York City and the Atlantic coastal trade. Nathaniel Hawthorne recorded his travels along the waterway in this 1835 sketch, noting the traffic in goods and people along with the rise in commercial activity along its path. The canal and other improvements, however, also threatened farmers 'abilities to withstand the market's fluctuations and maintain local sufficiency.
As U.S. soldiers returned from Europe in the aftermath of World War I, scarce housing and jobs heightened racial and class antagonisms across urban America. African-American soldiers, in particular, came home from the war expecting to enjoy the full rights of citizenship that they had fought to defend overseas. In the spring and summer of 1919, murderous race riots erupted in 22 American cities and towns. Chicago experienced the most severe of these riots. The Crisis, published by the NAACP, responded to the Chicago race riot with a major article in October 1919, "Chicago and Its Eight Reasons." Author Walter White, then assistant executive secretary of the NAACP, described eight causes of the riot and concluded that tensions had increased in the city partially in response to the influx of African Americans. Though sympathetic to the new migrants' plight, White's article criticized both African-American newcomers to Chicago and the city's black politicians. White also concluded, approvingly, that some black citizens, with a newfound spirit of independence, chose to retaliate against the pervasive attacks by white Chicagoans rather than remain passive victims.
In the late 19th century, Irish-Catholic immigrants and their children were a bulwark of the New York Democratic Party and especially the machine politicians of Tammany Hall. In the mayoral election of 1886, Tammany fought hard to retain the support of these Irish-Catholic voters in the race between Democrat Abram Hewitt and United Labor Party candidate Henry George. While Catholic Church leaders opposed George and actively worked to prevent his election, Father Edward McGlynn enthusiastically backed his candidacy and praised him in this 1886 interview. Several years earlier McGlynn had read George's Progress and Poverty and had become a committed supporter of his single-tax economic theories. McGlynn's persistent labor activism led to his excommunication in 1887. Although pressure from liberal Catholics brought about his reinstatement in 1892, his superior soon transferred him to upstate New York--thereby removing his voice from the local labor scene.
This course's aims are two-fold: 1) to offer students the theoretical and practical tools to understand how and why cities become torn by ethnic, religious, racial, nationalist, and/or other forms of identity that end up leading to conflict, violence, inequality, and social injustice; and 2) to use this knowledge and insight in the search for solutions. As preparation, students will be required to become familiar with social and political theories of the city and the nation and their relationship to each other. They also will focus on the ways that racial, ethnic, religious, nationalist or other identities grow and manifest themselves in cities or other territorial levels of determination (including the regional or transnational). In the search for remedies, students will be encouraged to consider a variety of policymaking or design points of entry, ranging from the political- institutional (e.g. forms of democratic participation and citizenship) to spatial, infrastructural, and technological interventions.
This class is intended to introduce students to understandings of the city generated from both social science literature and the field of urban design. The first part of the course examines literature on the history and theory of the city. Among other factors, it pays special attention to the larger territorial settings in which cities emerged and developed (ranging from the global to the national to the regional context) and how these affected the nature, character, and functioning of cities and the lives of their inhabitants. The remaining weeks focus more explicitly on the theory and practice of design visions for the city, the latter in both utopian and realized form. One of our aims will be to assess the conditions under which a variety of design visions were conceived, and to assess them in terms of the varying patterns of territorial "nestedness" (local, regional, national, imperial, and global) examined in the first part of the course. Another will be to encourage students to think about the future prospects of cities (in terms of territorial context or other political functions and social aims) and to offer design visions that might reflect these new dynamics.
City to City, as a class, will jump into the complexity of planning in New Orleans, a post-disaster city. City-to-City will ask how a post-disaster city grapple with its ideas of identity, what it is, who it represents, and how it projects its sense of self to residences, businesses, tourists, and to the outside world. In considering its people, how do city planners think about who lives where and why? At the same time, how can city planners celebrate a city's history and its culture and how can these elements be woven into reconstruction? Students will travel from Cambridge to New Orleans over Spring Break to meet and consult with their alumni clients, and continue to work on projects.
